Reporting to the Vice President of Regulatory & Compliance, the incumbent leads projects related to quality measures and provides substantive assistance to related projects as a subject matter expert. The incumbent works collaboratively with the Vice President of Palliative and Advanced Care, the Senior Director of Decision Support, the Senior Director of Regulatory and Quality, and other internal stakeholders to support and augment research and performance measurement activities, inform policy, support members in development and sustainability of new care models, enhance relationships with external stakeholders, and develop quality measures, products and services to diversify revenue streams for NHPCO.
Essential duties include the following:
Quality Measurement for the existing NHPCO/National Quality Forum endorsed measure, and development of additional quality measures for palliative and hospice care services.
Specify and support the implementation and maintenance of quality measures.
Respecify, manage, improve, and support maintenance reviews of existing measures.
Conduct systematic literature reviews and environmental scans to support measure proposal, development, and maintenance activities.
Identify, convene, and support information gathering from internal and external experts (e.g., Technical Expert Panels).
Develop, implement, and manage testing plans for measure reliability, validity, and risk adjustment.
Support the agile environment of development by engaging in continuous quality improvement activities, process improvement, and standardization.
Maintain logs of development activities for use in preparation and authorship of internal, client-facing, and peer-reviewed published reports of the development process and its influences on care.
Attend external quality measurement-oriented meetings and conferences as appropriate.
Assist with internal capability development.
Support all aspects of the consensus endorsement and rulemaking processes.
Supervise vendors, as applicable, to complete research projects within deadlines.
Track project progress periodically and report progress to leadership.
Work with cross-functional teams in preparation of project budget and schedule.
Monitor and control expenses within allotted budget.
Interact with accounting and philanthropy department in processing payments and approving grants.
Coordinate with leadership and key stakeholders in determining quality measurement priorities and developing quality measures roadmap.
Identify key challenges and develop appropriate solutions.
Project management for NHPCO performance measure initiatives, and other projects as assigned. Responsibilities include submitting project deliverables, preparing status reports, and establishing effective project communication plans as well as the proper execution of said plans. Provide guidance and assistance with other projects as needed.
Coordinate with cross-discipline team to make sure that all parties are on track with project requirements, deadlines, and schedules.
Submit project deliverables and ensure that they adhere to quality standards.
Prepare status reports by gathering, analyzing and summarizing relevant information.
Establish effective project communication plans and ensuring their execution.
Facilitate change requests to ensure that all parties are informed of the impacts on schedule and budget.
Coordinate the development of user manuals, training materials and other documents as needed to enable successful implementation and turnover of the process or system to the clients.
Identify and develop new opportunities with members and/or other stakeholders.
Obtain stakeholder acceptance of project deliverables.
Manage stakeholder satisfaction within project transition period.
Conduct post-project evaluation and identifying successful and unsuccessful project elements.
Collaboration and relationship management to support existing and new programs.
Develop and maintain relationships with key internal and external stakeholders
Organize programs and activities in accordance with the mission and goals of the organization.
Develop new projects to support the strategic direction of the organization.
Create and manage long-term goals.
Develop a budget and operating plan for the program.
Developing an evaluation method to assess program strengths and identify areas for improvement.
Write program funding proposals to guarantee uninterrupted delivery of services.
Facilitate a team with a diverse array of talents and responsibilities.
Ensure goals are met in areas including stakeholder satisfaction, safety, quality and team member performance.
Implement and manage changes and interventions to ensure project goals are achieved.
Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
Produce accurate and timely reporting of program status throughout its life cycle.
Analyze program risks.
Identify need for and create communication, including notices for web pages, for dissemination to members related to project initiatives and programs.
Produce written, tabular, and visual materials for reports and presentations.
Contribute to preparation of presentations, manuscripts, and other means utilized to disseminate research findings and project information.
Present internally and externally for a variety of audiences to relay key information, influence key stakeholders, and advocate for seriously ill individuals and their families.

Minimum of a bachelor’s degree in health-related field. Master’s degree in clinical or health-related field preferred. Three to five years of quality measurement development and project management required. Clinical background in a hospice and/or palliative care area is a plus but not required.
Other specific requirements include:
A strong background in healthcare, with specific knowledge of nationally recognized quality programs, (e.g., CAHPS, EHR incentive programs), industry standards (e.g., HL7), code sets (e.g., CPT, SNOMED), data sources (e.g., claims, registries, EHRs), and pertinent laws (e.g., MACRA).
Familiarity with CMS quality programs and their implementations.
Experience developing and maintaining measures and convening multi-stakeholder groups.
Experience developing or reviewing measure development and research proposals.
Strong quantitative and qualitative collection and analysis skills to provide technical assistance and quality assurance for stakeholders and partners.
To perform this job successfully, an individual should be proficient in the Microsoft Office Suite, especially Word and Excel. Experience in survey and analytics software is a plus, e.g. Qualtrics, Tableau. Project Management certification is a plus but not required.
