This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Learn more The incumbent serves as the Laboratory Manager for Pathology and Laboratory Medicine Service (P&LMS). - Directs the operation of a clinical laboratory with seven outpatient clinics and provides supervision to Medical Technologists for Hematology, Coagulation, Urinalysis, quality Management, Point of Care, and Microbiology. Also supervises Medical Laboratory Technicians, and Medical Clerks on staff. - Recruits selection of qualified candidates for vacancies and assures all new personnel receive both the hospital and laboratory orientation. - Assigns and prioritizes work to subordinates based on difficulty and requirement s of assignments. - Develops a Competency Assessment Policy to provide for orientation and training of new employees and provides on-going assessments and training of current staff. - Identifies development and training needs and arranges for or conducts in-service training. - Reviews positions annually for accuracy and completeness, develops, updates and or rescinds Functional Statements or Position Descriptions as necessary. - Writes and approves performance standards for all P&LMS positions, conducts mid-terms and annual performance appraisal ratings. - Determines staffing needs for service functions by analyzing workload, timeliness of services, error rates, and coordinates requests for additional resources through supervisor to Medical Center Resource Committee. - Recommends awards or bonuses for personnel and changes in position classification. - Provides policies and schedules to ensure Laboratory coverage. - Proposes adverse personnel actions to supervisor and in consultation with Human Resources Management as necessary. - Assures that safety requirements are met through appropriate personnel protective equipment (PPE), training, incident corrective actions and reports. - Assures employees are aware of agency prohibitions pertaining to Equal Employment Opportunity (EEO), Sexual Harassment, Leave, etc., and resolves complaints from employees, individually or as a group to ensure equal treatment of all employees and counsels. - Gives advice, counsel and instruction to individuals on both work and administrative matters. - Assesses operating costs and develops a budget using workload analysis and past financial history to estimate future needs. - Evaluates laboratory service quality, adequacy of equipment, supplies, personnel, working accommodations and assesses laboratory needs and explores sources and methods to meet them and keeps management officials aware of needs to meet current and future operational requirements. - Coordinates evaluation, selection and procurement of supplies, equipment, and instrumentation and assures compliance with budgetary limitations. - Evaluates sharing agreements, service contracts, and advises supervisor and Contracting Officials on selection factors or statement of work to be addressed. - Manages resources including equipment, supplies, personnel, space and budget analyzes expenditures; identifies workload trends; prepares and monitors budget and control expenditures approves expenditures on all recurring and non-recurring items; determines staffing needs and projections; prepares funding and staffing requests to supervisor and appropriate committees. - Reviews the service CMR, ensuring that all equipment assigned to the service is properly accounted for and recommends certification of audit to the Chief of Staff. - Keeps abreast of latest technology in instrumentation and justifies expenditures for purchase of major pieces of equipment which can reduce overall operating costs. - Prepares summaries, reports, position papers and issues papers on topics concerning P&LM Service and Quality Assurance. Analyzes historical data and trends. - Designs, develops and establishes quality assurance programs and measures. Participates in proficiency testing programs and standardization of procedures. - Coordinates service preparation for external reviews which include the JC, CAP, OIG, etc. - Assure testing and programs are properly carried out. - Assures all service policies, functional statements, organizational charts or other required documents are updated annually or as required. - Establishes and maintains liaison with other federal and state agencies, accrediting organizations, academic institutions, commercial and private laboratory facilities, professional organization, and other health agencies. - Represents P&LM Service on various committees as required. - Schedules and participates in at least monthly service meetings to encourage unit communication and coordination. - Assist staff to ensure that necessary documentation is available for all pertinent P&LMS activities; periodically visit to evaluate CBOC laboratory services and determine adequacy of equipment, personnel and working accommodations. - Completes all other duties as assigned.
