Summary

The HUD-VASH Supervisory Social Worker is the supervisor for the Veterans Affairs Southern Nevada Healthcare System's (VASNHS) Housing and Urban Development - VA Supportive Housing (HUDVASH) Program. The Supervisor is responsible for oversight and assists in coordination of the VASNHS HUD-VASH program.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
• Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
• Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
• Note: A doctoral degree in social work may not be substituted for the master's degree in social work
• Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

• English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005 - Part II - chapter 3 - section A - paragraph 3j - this part
• May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
• Grade Determinations: Supervisory Social Worker - GS-13 Education and Experience: One year of experience equivalent to the GS-12 grade level
• Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment
• Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience
• Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level - and must be able to provide supervision for licensure
• Demonstrated Knowledge - Skills - and Abilities: In addition to the experience above - the candidate must demonstrate all of the following KSAs: Ability to independently organize work - set priorities - and meet multiple deadlines
• Skill in a range of supervisory duties which includes clinical supervision - consultation - negotiation with other departments and quality improvement
• Ability to ensure provision of clinical social work services by supervised social workers
• Ability to delegate authority - manage priorities - coordinate work - and follow up on pending issues to complete duties in an accurate and timely fashion
• Ability to analyze organizational and operational problems - develop and implement solutions that result in efficient operations - and use data effectively to manage workload - quality - performance - and productivity within the service

Duties

• The Supervisor Social Work is responsible to assist in the oversight and management of the day-to-day operations of the HUD-VASH program - collecting data - keeping administrative records - monitoring patient or program clinical indicators - thresholds - Homeless Scorecard performance measures - program and staff productivity workload - and program audits
• The Supervisor will also act in a supportive role to the HUD-VASH Program Coordinator for preparing reports and statistics for facility - VISN - and national use
• As the Supervisory Social Worker - you will: The Supervisor provides direct supervision to multiple large teams of both professional and non-professional staff

• The Supervisor will be available and able to provide clinical supervision for social workers with the HUD-VASH program seeking qualification for advanced practice licensure
• The Supervisor assists in planning - establishing - implementing policies and procedures - and adhering to program Standard Operating Procedures (SOPs)
• The Supervisor may provide clinical - psychosocial - and case management services at an advanced practice level to eligible Veterans and their family members
• The Supervisor may assist in conducting and participating in outreach activities including field interviews - assessments and referrals for homeless Veterans contacted in the community - shelters - and \"on the streets -\" as well as those who are referred by VA residential programs - medical centers - or outpatient clinics
• The Supervisor ensures that subordinate staff modifies housing services to best meet the treatment and housing needs of Veterans and to promote efficient practice and coordinates with other services offered in the treatment program - assuring such services are complementary and comprehensive
• The Supervisor collaborates with other HUD-VASH Leadership to establish - implement - and maintain referral - screening - and admission procedures for HUD-VASH participants who meet national standards as well as the needs of local medical center services and programs
• The Supervisor conducts ongoing reviews and audits to ensure the accomplishment of objectives and adherence to standards set by governing bodies are met
• The Supervisor will be available and able to provide clinical supervision for social workers with the HUD-VASH program seeking qualification for advanced practice licensure
• As supervisees are stationed at various community locations where homeless Veterans congregate - the Supervisor will also use available technology to ensure oversight and supervision of HUD-VASH staff that are teleworking and working in the community
• The Supervisor is familiar with and incorporates screening and admission criteria based on established guidance for program eligibility - prioritization of subsets of the buy homeless veteran population - PHA requirements - and other policies - regulations - or laws pertaining to program administration
• Supervisors adhere to the established guidelines and practice outlined on the National Homeless HUB - established VHA policies and directives that impact the overall function so the HUDVASH programs
• The Supervisor may function as a field instructor or preceptor - supervising Social Work graduate students and facilitating their training experience
